Private investigators have been getting 'happy endings' at Sydney massage parlours so the owners could be charged with illegally providing sex. 

Wynyard Massage and Sussex Star Massage were both visited by undercover agents who were offered 'extras' which included nude body to body massages, 'happy endings' and even sexual intercourse. 

Two private investigators engaged by City of Sydney council received 'hand relief', leading to the owners of the massage parlours being prosecuted for providing sex without the council's consent. 

Documents from the Downing Centre Local Court obtained by The Daily Telegraph revealed the lengths the private investigators were willing to go to prove the massages parlours were providing sex acts to their clients. 

One of the agents went to Wynyard Massage on July 12, 2017, where he was offered a 'happy ending' for an additional $50 by his masseuse, Tina. 

'Our agent then paid an extra $50 cash direct to Tina for Tina to be naked. Tina then performed a body to body slide massage and rubbed the agent's penis,' the court documents stated. 

Tina completed the extra work and the agent left.

Another firm sent an agent back to the massage parlour in November 2018 where he was offered sex with one of the girls for an additional $150. 

The agent declined the offer and received 'hand relief'.

The owner of Wynyard Massage, Suxian Luan, was found guilty in Downing Centre Local Court on July 12 of two counts of 'carry out development without a development consent' and fined $7,000. 

The operator of Sussex Star Massage, Vincent Tran, was convicted on the same charge on July 11 and fined $20,000 and ordered to pay the council's legal costs. 

A council spokeswoman said using private investigators was common. 

'Successful prosecutions in court require sufficient evidence of breaches of the legislation,' the spokeswoman said.

'As with many other councils in Sydney, the City has engaged private investigators for this purpose. The use of private investigators has been acknowledged by the courts as a legitimate evidence-gathering approach.
